Having just bought a second hand car here that was initially purchased in Doha with a loan from HSBC this is my understanding of the situation.
The registration card you get with the vehicle acts as both an anual registration card and the title of the vehicle. When we just registered this car, he asked about the title for it and the women pointed to a line on the registration card and said "cash buy". So it will state on the card whether the car is owned outright or not. If you go to the Qatar website it does talk about the transfer of registrations and titles, the concept exists but the seperate paper document doesn't.
This is the only 'document' you will get so the only thing I can suggest is that you scan the card and have the details translated.
Did you pay for the car in cash already transfered to you? Or did the bank pay the money directly to the dealer? If it is the former then the reg card will state you outright own anyway giving the bank no claim to the vehicle. Not that it's any dam good to the bank in Doha anyway which is why I'm astounded you have secured a "car loan" that reuires you to provide the title to the bank .. but *shrug*.

Edit - If you're selling the vehicle, why is this a problem?? Are the Dept of Transport looking for an NOC to allow you to transfer reg and title to the buyer?
