In my experience they may also enforce the 1 pc of carry on luggage (while 70+ other passengers embark with 2 - 3 pcs)- however, this seems to be aimed only at persons of colour. (I'm as white as the belly of a dead fish, but I've experienced this treatment as well) However, of the 200 or so passengers on my LAST EVER QR flight, the only ones who were stopped at the boarding gate were of colour. the 70+ people allowed to board the same flight with 2 or 3 pcs of carry on luggage (few had duty free) were all white/European.
