Ofcourse Qatar can't live without expats, no country can, and Qatar isn't trying to live we can live without expats, it's saying we want to be more self-effiecent, we want to educate our people more so we can have a better workforce. I think that's a good thing.
And about the lower paid jobs like maids, drivers, etc ofcourse Qataris aren't going to do that, and it's not uncommon. Let's take the US for example who are the cab drivers? Mostly Indians, who are the manual labour such as maids and gardeners ? Mostly Latinos. Even the US needs expats for lower paying jobs! My point is every country has expats to do the work they themselves wouldn't do. And that's why Qatar said we want 50% of the population to be expats.
