Qatar is planning to cut its expatriate working population from its current 88% to 50% by 2025 under new proposals by the Gulf state’s development planning office. The gradual cutback is expected to see the number of expat workers in Qatar first reduced to 70% by 2010, Qatar daily The Peninsula reported today.
Now I really don't understand what the hell these people are really thinking of, do they really imagine how Qatar will be without us....can they really imagine a society where:
-Everyone is a manager
-Everyone is working in the public sector
-Everyone works for 7 hours daily (official and not actual figure of course)
-Everyone leaves the country in the summer
-Everyone takes millions of Riyals in loans, and mostly don't pay them back
-Everyone rides a 4X4
and finally a country that looks like a chess battle ground with everyone wearing either white or black

well i believe Qatar is a speial case it has a uniqe combination of great wealth, small population living on a a small country u barely recognize on the world map.

i agree that qataris are not hard workers in comparison to the expats, but on the other hand they seem to be smart investors uptill now.

they have the guts of taking risks and speculating. most of us were taught that we have to work hard for money. but i believe qataries were taught that they better need to make their money work hard for them.

they recruit foreigners and pay them pretty well, they use their expertize and they save the time for thinking of new business opportunities rather than indulging in management details.

many books and artcles about wealth and financial freedom will tell u to adopt a similar behaviour of that of qataries in order to get reach-if u are willing to ofcours.

Sorry if this is repeating what others are saying.

I believe the reduction is highly unlikely to happen. There is of course no question that Qataris are not stupid, lazy or anything else by nature (unless you subscribe to a highly racist ideology) but any people born into absolute affluence without the need to toil to provide for themselves or their families display an unwillingness to work or contribute to society as a whole. It's no different in England or anywhere else: it is in general through necessity that the poor and through ambition that the middle classes are inspired to work.

The only way that the government will force local people to take up the jobs that at the moment only expats are willing or capable of doing is to remove the enormous economic privileges that many Qataris receive by default of their birth. However, was this to happen, the tremendous loyalty that Qataris feel towards their government would wane. This may not be a democracy as we are used to in the west, but like all governments its authority relies on the permission of its richest members.

What an uninformed, ridiculous statement. Every country has expats to do the work the locals wouldn't do? Every country like which, for example? Lets count: Ummmmm Qatar. Kuwait. UAE. Brunei. And.... that's about it? I might have missed one or two. How about the rest of the countries in the world? Whoever says that every country has expats to do the lower jobs is a total idiot.

And those cab drivers and gardeners in the USA who are latinos and indians are also american citizens, by the way. So lets not start comparing.

Some, if not, most of expats are very well compensated in Qatar. Expats go here because of juicy offer(of course, more than they earn back home). However, bear in mind that not everything is permanent hence, we have to plan for ourselves.

I envy this country because of how they treat their own just like in other countries. Locals here are given great opportunities (free educational sponsorship abroad)by the govt and it's just right that when they came back, they should practice what they learned.

So, get back to work and stop bickering. (joke).

Think about this: When the construction pace slows down in Doha and at Ras Laffan Industrial City, then the people doing the construction work will leave. I don't know what the numbers are, but I would guess it is in the hundreds of thousands. So, there can easily be a natural reduction in foreign workers as the huge construction projects complete.

As always, it's depends on what you want the statistics to say as to how you present them. "Spin" comes to mind.

I think Qatar's biggest educational problem is the transition between high school and college. The gov't and private (Arabic) education is not up to the EC universities standards; therefore, students are forced to spend a year or more in academic bridge programs to catch up. Hopefully the high school education will get better, otherwise, these students won't make it, not because they're dumb or anything but cause they weren't well prepared.

But I think it says something about those students and their determination to get a proper education, I mean they could've easily taken the easy way out but decided they wanted a future, even if it's going to be tougher. Excellent.

here are two points to consider. (And they are very important)

1) by 2025 the Qatar population will increase as well, which automatically makes the ration higher. It simple means that they are going to enforce higher population control and self-sufficiency. Surely other people can see the danger of having a country which solely relies on expats and can't take care of itself? Qatar is after all a country, but many see the whole country as a giant business.

2) Qatar is not going to KICK you all out! It wants to promote work for Qatari's. A business is not going to hire a Qatari with no experience and fire their Italian just because he's Qatari!

About the private schools I wasn't talking about English ones .... I meant Arabic private schools. And that was my point...it's mostly students from the schools you mentioned who are getting accepted. Am I any less qualified just because I didn't go to any of these schools? Oh and I didn't make a blanket statement...the facts remain that Qatar is paying a lot of money....most Qatari's don't get in these universities and the ones who do probably never studied in a public school....and it is mostly operated by Western expats....believe it!

I believe some of the local tribes , don't know the difference or understand a "hard days work and sweat in the sun" or "callisters in your hands from hard labor". They are too fancy with their cars and luxurious life style.

In a way you are right, but in some issues I do not agree with you.

EC acceptance critera is the same for all. And as PM said there is a percentage target for Qatari students. TOEFL is one factor to be considered, SAT (including mathematics) is another factor. Your essay is a third factor and finally your highschool grades. So I cannot tell why they did not accept you and accepted your friend.

Having landed eventually in QU and you thinking it is a disaster for your future is - in my opinion - an unacceptable attitude. The univeristy is trying to continiuously improve its level and get more modernized and be up to the standards. Also, woud recommend to keep in mind that the bachelor degree is not the end of the story. It is just the beginning. Continuous education is becoming a must. SO cheer up. You still have many many chances to prove yourself and honestly am optimistic about you coz you are not happy with what you have.

BTW bajesus. I have a Qatari friend who is a QU grduate since long time. He did attend many training courses later and got postgraduate degrees and he is doing very very well.

Remember, always ook at the positive side and the good examples. Ignore the negative sides and the bad examples. Like that, you will reach wherever you wish inshAlla.

Rich families not sending their children to Private schools is not a reason for Public schools to be sh*t. I've been to some private schools too and they weren't any better-- just different. And if the Municiplity is really concerned about their finances then maybe they should stop funding billions of dollars for universities that we can't get into that are employed by expensive Western Expats. Oh and even with those statistics you still have few Qatari's.

Sorry Hamlet but I do have to say, after having taught quite a few of Qatar's young generation, that many, especially the men, are extrememly lazy. They have no ambition because they grew up having everything handed to them on a silver platter. This attitude is prevalent among the children of any extrememly wealthy people, the problem is that a good sized chuck of Qataris are wealthy.

And I already said that Qatari's tend to have less of an incentive to study but the damage is also done to those of us who are actually keen to learn. For example, me and my friend both applied to one of the universities here at EC a year ago....we both had around the same average, same toefl score except that he was from an English school and I wasn't...he got accepted but I didnt ( I wonder why) and naturally I had no option but to study abroad and that turned out to be a disaster because I felt so unprepared! I couldn't even go into the Bridge program because according to them I'm already good at English. Now after all I went through I'm going to end up going to Qatar University. What's the point of importing these universities if the vast majority of Qatari's can't get into them? why the Bridge program-- shouldn't they try to improve public schools instead?

It is sad and shocking.

I remember once a Qatari marvelling at something I knew and he said how?

I (tactlessly - I was new) said... oh but we all get taught that at school.

He looked at me gravely and said, 'I think they make us stupid here by not teaching us things'

Qataris even if they finish high school with a high grade dont have the skills to enter further education or the work force. So what is the option?

They are then sent on academic bridging programmes or worplace training courses... and become disaffected because they know they are being told that their current educational level isn't good enough... when they have just left school.

Naturally they drop out and hang out with their friends and aren't motivated for further learning because they realise that the high school certificate just isn't up to much...... unlike A French Bac or English A levels.

Demotivational education system which teach collective accummulation of knowledge and a does not nuture individual talents.

I have been in Qatar for about 30 years. Know many families whose kids were enrolled in government schools. Most of them did well coz the families and their kids are keen on being competitive in the labor market. Where as the Qataris are in general not much concerned about competing.

To be more realistic about figures and percentages. I know the Omani experience which I think it is the most successful in "Nationalization" among the GCC.

When the population was about 2 Millions, the expatriates totaled 0.5 M which is a 75% Omanis 25% Expatriates (figures are 10 years old). But looking into the system there, Omanis have to do everything there including Taxi Drivers, Fishermen, PR staff (Non Omanis are not allowed AT ALL for such jobs) and if one walks into a government offices there, will notice at least 95% of the employees are Omanis.

I beg to differ. I don't know if you or someone you know have children enrolled in public schools but if you do then you know the situation is dispecable to say the least. Maybe it's slightly better now but I only graduated a year ago and uptil my last year all students (Qatari's & non-Qatari's) learn.... or more like indoctrinated the same things. Grsnted Qatari's tend to have less of an incentive to study but if you go to these schools it's really really bad.

The education system was applied to everyone joining national schools and universities. That includes Qataris as well as expatriates whose kids join government schools.

In this regard, I wonder why the expatriates future genereations did not fail.

The answer is simple. They were working hard (studying) to find themselves a place in the work market knowing that their qualifications is the gatepass to successful future. So we cannot blame the education system.

I was always the Quiet one....still I somehow ended up being canned by teachers...not really learning anything....and going to the Cafeteria whenever we had PE( which I don't object to!) :-P

It will fail Qataris IF there are expats who fear losing their job because of upsetting some bratty little kid with Wasta. It compromises the whole system then.

there needs to be a powerful sheikh or sheiha who says - go ahead do your job (education - discipline) and I will back you up so you aren't a scape goat when little bratty Hamad fails his exam.

I have seen in the UK that in some schools the lunatics are very much in charge of the asylum as teachers are so scared of getting into trouble so the quality of education suffers as the teacher becomes glorified babysitter.

Dont bring over cheap second rate teachers to save a few rials....

At home certain things need to be done to ensure a child's maximum acheivement

a) healthy diet

b)exercise

c)good nights sleep

Qatari guys working in manual jobs! It'll never happen with oil at $70+ a barrel.

However when the construction boom stops or slows and those workers go onto somewhere else then you will quite possibly see a a significant drop in the percentage of expats in Qatar.

I think it is great about educational investment and that Qatar is now at the vanguard of educational reforms as the system has been failing the Qataris:

Also there needs to be more mentoring to young Qataris entering the work force so they have the social skills and corporate knowledge with how to deal with new situations.

Also there is the need for an organisation to nuture indigenous entrepreneurs.

I do think that within the next 10 years though it will be the girls who will be making a greater impact. So nouf be one of them and show the way!

All countries apart from really weird ones like North Korea need imported labour. We can all learn.

I did apologise as I misunderstood and yes I have met him, this is why I know what they are doing and how they are doing it, they are not the 6.30. - 2.30 five days a week people quite the opposite they are very dedicated to their work and very helpful.

Again for all who read the post it will not mean that our jobs will be taken from us. What they will do, is gradually reduce the amount of expats coming into the country and when contract are finished and there is a qualified Qatari who can replace that person he/she will get the job.

Well said PM and to be honest and where I am working now the departments have to employ Qataris first and then expats. There are many Qataris working here, they are working very hard not to mention how polite they are when dealing with people.

Ofcourse Qatar can't live without expats, no country can, and Qatar isn't trying to live we can live without expats, it's saying we want to be more self-effiecent, we want to educate our people more so we can have a better workforce. I think that's a good thing.

Hamlet, if you don't meet these people personally, it doesn't mean they are not existing.. Just try to rely on somebody's experience.

Am I dreaming about what?... I just admire the LADY who is leading Qatar Foundation. I think, Her brightness, Her intelligence, Her dedication to what She is doing are just incredible!

And I am sure more educated and skilled qatari fellows are coming in the next generations. It only needs time.

It's actually easy. If the Government is investing resources in some sector, it for sure will be paid off one day. And Qatar DOES invest a lot of resources and funds in Education and culture. And it will give a spectacular return in the future!

.. Will they still need us at that time? Most probably and hopefully they will, but mostly due to population shortage...

I have seen many Qatari people they don't know how to use all the new funstions and options in their phones .. and they told me .. i just bought it bcuz it's the most new phone ... same thing goes to LAPTOPS .. they just buy the best one .. and poor people they don't even know wut is new in that ..

They will be sweating out in heat like the labours workin on construction site

and sure will hardly work right now they just come for just few hours not even on time and stay at their office meet ppl, coffee, gossip in phones and leave where to the markets or some hotel.

the number of expatriate workin in civil defence will drop down only locals will be so guess will come to 40%.

like every populated nation crime rate might increase.

They are educated but not all of them are skillful. Only skillful in Cell phones and 4x4.

Alot more etc etc.

Ppl...Ram bro take it easy dude...all the while i was thinking that u always had a cool head and a nice attitude...with ofcourse an open view...take it easy...

IOU...whatever sparked this...i guess its the weekend...so take it easy...get on the weekend motion...

And regd...Qatar without US...well as for the move Qatarisation...its like all this while u have taken help from expats to develop this place and now when the need isnt there u throw them out...welll thats harsh...if u cant keep them find places where u can keep them, for all i know there have been ppl or there are ppl who have served their lives out in building this place...watching this place grow from 0 to something that it is today...its just not the money...but this place has a lot else to offer...and i really dont think it is something gng to happen Qatar without us...whenever there is a problem the higher mgmnt reverts to us to solve ... most of the times the locals here are ofcourse a few of them brilliant in top-management...but rather others are jus out of sheer wealth born and they are more inclined on being a part of the problem rather a part of the solution...

So this place wud go haywire without solutions...and i m still quite positive that we hold the key to the solutions...

So take it easy...

Good for Qatar...good for us...lets make hay and enjoy till the time exists...

How true, well said. Qatar has an international reputation for being politically sound. Also, I have heard many stories about people being helped by Qataris, particularly when broken down on the side of the road. All countries have some lazy people in them, the difference is that, particularly in the UK, they just don't have to work at all. At least many people here want to do something

Qatarisun...you are dreaming dear, and this is an inside information from someone working inside one of the institutions you mentioned :) however again I stress that the problem is not that Qataris being lazy or stupid or anything of that, I don't like stereotypes and I met really bright and very energetic Qataries, the problem is attitude and demographics, and until we have enought Qataries (about a century from now) and till they change the way they view "lower" jobs things will remain the same

well, i am not going now to make a research, but the first that cross my mind:

1.Qatar Foundations (we all know who is a Chairperson of it and Who has founded it and who is doing absolutely great job in it!)

2.Barwa (most of projects managing directors are qataries, not to mention the Barwa's chairmen office)

.. i am sure there are a lot lot more.. give me some time, i will meet more of them and give you more idea about it.. i am relatively new in doha anyway...

I believe that the report or plan about 2025 has no credit.

If you guys study various reports about population in Qatar, you will be amazed by the contradiction in Figures. Checking this one, comparing it to reports about rents and real estate market and comparing both to the estimates set by ICT for telecom tender. So, who is saying the truth or the nearest to the truth, only God know.

Unfortunately, some planners and consultants just throw figures and statements without any background or basis. Wonder if the person who did prepare the 2025 plan did any field survey or inspection. Am sure he just arrived by plan, taken to hotel, then to accommodation, selected his car, checked his prestiguous office and started distributing his blessings thru his outlook and vision or dream or whatever.

None of us, the expatriates, came here to stay forever. So, we know it is not our country, but most of us care in a way or another.

I remember since early 1980s and the issue of Qatarization is going on and it has been used like a sword aimed at the necks of the expatriates. The only outcome of that policy has resulted in having the expatriates feeling unsafe, unsecure, not appreciated if they work hard or not, could be fired for no reason.

SO, this lead to inefficiency and carelessness. The way I see things going now is that this plan is very far from achievement.

Chip on your shoulder is showing again. He happens to be a part of the leaders family and who is very polite, very kind and extremely well mannered into the bargain.

Please comment on things you know about these people are working extremely hard on improving international relations(I know this personally) and are travelling from country to country to improve relations between Qatar and the rest of the world.

Their free time is spent on committee meetings and representing Qatar. When they are in their offices they also have to work on a Saturday to catch up on all the post etc. which accumulated when they were travelling.

So when you think about slagging Qataris again think about that.

with leadership skills among qataries, and i have met them. But still they will always need people, who can get work done, and be creative. But it's very understandable and appriciable, that qatar wants to educate their own people and to prepare their own human resources. And it's good that they realaize that it wil take at least one generation (or probably even more) to adjust mentality, life style and habits in order to be able to get job done.

.. one of the Medical Centres… The Qatari lady that issues Medical Cards is arriving to work, driving by her personal driver (sri-lanka guy), very slowly getting out of the car (blocking all traffic behind her for about 5 minutes), slowly walk to the hospital’s door, following by her personal maid (ethiopian girl), who carries her lunch in the box (this maid by the way is staying with the “worker” during all her duties, bringing patient’s files, cleaning the desk.. and even translating English - Arabic , as the “worker” doesn’t speak English at all…)

…it was really funny picture…why haven’t I born QATARI??? Lol….

I think, Qatar has to take care of their own population first, do you think that future generations will not have to work, no, it is not like that. However, as I said by the time this all come into practice many of will be in pension as I said before.

I wonder why people find so much fault with Qatar where they are accepted not only to work and contribute to the country's but are also a guest here.

If I could just rent a couple houses and do bu**er all - I wouldn't be in my day job...

to be honest how many of you would be?

I pay someone to do my cleaning because i am lazy and dont like doing it.... thats what Qataris do... pay us all to do the work they dont want to do... just on a grand scale.

there are a lot of bright girls entering university and graduating I think they will have a considerable impact on business over the next 10 years....... but they still need us to do all the runt jobs........ because the country is growing so quickly.

second, it is not a matter of laziness, the bigger concern is attitude and demographics, they all want to work as managers and totally reject all other types of works...on the other hand they need much more people to sustain development, you simply can't depend on 200 thousands, when your economy need 2 millions....even if you have the most energetic and brilliant population in the world...the only solution is to start giving citezenship to expatriats who have been residing here for long times

Hey guys this is their country they can write whatever they want, it is the same thing with the rumour of ladies not be allowed to drive any more. DID IT HAPPEN?

Do you think the government will not put this into practice I am sure they will - you just have to go to Carrefour in Sharja in the UAE there are many locals working on the cash desks etc.

On thing you forget is that many of the Qataris have 7-10 children and these children will get married and they will have children and so on and so forth what is the population going to do in later years.

Many countries have foreign workers doing menial jobs - take Germany for instance a great many street and public toilet cleaners are foreign because at one time they themselves did not like to do such menial jobs.

Qatar is doing a good job for the future of its children, it is putting an infrastructure into place for future generations, however by the time this is done, all expats wotrking here now will be in pension so why worry.
