I believe that the report or plan about 2025 has no credit.
If you guys study various reports about population in Qatar, you will be amazed by the contradiction in Figures. Checking this one, comparing it to reports about rents and real estate market and comparing both to the estimates set by ICT for telecom tender. So, who is saying the truth or the nearest to the truth, only God know.
Unfortunately, some planners and consultants just throw figures and statements without any background or basis. Wonder if the person who did prepare the 2025 plan did any field survey or inspection. Am sure he just arrived by plan, taken to hotel, then to accommodation, selected his car, checked his prestiguous office and started distributing his blessings thru his outlook and vision or dream or whatever.
None of us, the expatriates, came here to stay forever. So, we know it is not our country, but most of us care in a way or another.
I remember since early 1980s and the issue of Qatarization is going on and it has been used like a sword aimed at the necks of the expatriates. The only outcome of that policy has resulted in having the expatriates feeling unsafe, unsecure, not appreciated if they work hard or not, could be fired for no reason.
SO, this lead to inefficiency and carelessness. The way I see things going now is that this plan is very far from achievement.
