they may in their small area have the lowest - but don't forget that scandinavian countries are sparsely populated and not a true reflection of the overall numbers (remember pretty much all south america drive on the right side of the road and I would not like to guess their stats compared to scandinavia - bet it is a pretty scary comparison!!)
