This veil is called a 'batoola'. Typically this is worn by older women. You don't see many younger women wearing them nowadays. Perhaps you would in the desert with traditional bedouin people. Perfectly normal, nice woman. They are not used to dealing with non-mahram men (ie men who they are not related to) as this is how they were brought up. If you speak the language of this country ie Arabic and show them the high level of respect that we give to our elders in Qatar then I'm sure they will be happy to converse. Remember not everyone speaks English and we love it if you make the effort to speak our language whilst you are living in our country.
