Does shouting really the right way to tell someone?

It was evening last 9th of December, 2009. I have just witnessed something that I really feel mad or whatever. In front of chowking fast food, some filipino guys were playing skateboards and bmx for about 10 minutes. An arab man(chowking customer), just arrived then yeild at them and telling them to get-off or he will call a police. He even insisted that they should play at corniche and sea line(which I think funny).
One of the guys, tried to ask why that man is angry for they just hang-out there then have a meal after, but the yielding just continues. So they never have a time to eat at chowking, so rather they grab a meal at kfc, for that situation.

Does it really have to be that way?

If it is a family - oriented restaurant and you youngsters were hanging - around aimlessly; then the guy was right to shout on you and get you away.

Try respecting the family values here in Qatar.
