when workers hired abroad not eligible for NOC/Release if Terminated?

Hi Guys,
One of my colleague was terminated due to the our company don't have enough projects to retain all our staff. He was informed of his termination a day after his termination date. Our company refused to give him an NOC/Release because he was hired abroad. Does it mean that NOC/Release are only for those who are locally hired? Can someone give us your suggestion if we can bring this issue to labor department? Hope you can help us guys. Thanks.
IF YOU ARE HIRED ABROAD THEN AFTER THE CONTRACT IS FINISH, YOU ARE ELIGIBLE TO HAVE A NOC BUT WITH REGARDS TO THE RELEASE, MOST COMPANIES SEND THEIR STAFF BACK TO THEIR OWN COUNTRY. THEN ITS UP TO YOU TO APPLY AGAIN FOR ANOTHER JOB. THEY WILL NOT ALLOW YOU FIND A WORK AFTER YOUR CONTRACT IS TERMINATED. YOU DEFINITELY GO BACK HOME THEN APPLY AGAIN THRU AGENCY IN YOUR COUNTRY.

NOC is anyways at the sole discretion of the employer. Hired locally or abroad does not matter.
