Visit visa ban without any reason

Dear All,
Is there anybody who can help us in the below mentioned point.
By qualification I am and Engineer aged 40 years & working as a Sr. Technician with Government Sector. I have my family (wife + Kid) also living here with me under my sponsorship.
In Nov-09 I had applied for my elder sisters first time visit visa in Wakrah immegration and got accepted & 200 QRs also deducted for the visa from my Bank acount. I had received the receipt and asked to visit after 02-03 days for visa printout. Mean while I had tried for my mothers visa also (She is aged >60 Years) so they have asked me to go to Main immegration for getting her visa approval as her age is more.
I went to main immegration on the same day as I had taken leave from my work. When I reached to main immegration at first floor to meet Mudir the rush was more and Mudir was collecting documents from everybody and rejecting maximum as I had noticed that day. But still I had given him my mothers visa application form for his signature and as expected he crossed immediately (He was looking angry to everyone that day) then again I requested him that as my mother is unable to come alone and as my sisters visa is already under process so kindly do the favour by approving my mothers papers if possible. He asked me from where you have taken visa for sister now Eid is coming and no visas. I told him today Sir, from Wakrah, then he took my sisters slip and gave it to the duty police officer and I was just helplesly watching that the police officer was entering something on his system. Later he has given me back my sisters visa slip and told me ""Khallas After"" I asked when Sir, he replied ""After Eid"". I returned to home internally crying on my luck that day. Next day when I checked on the net about my sisters visa status for my curiosity it shown that day and shows till today ""Application is Under Process"". and a description in that ""THERE IS PREVENTING ON SPONSOR"". I don't know what does it mean. So next day I visited Wakrah immegration again and explained the captain about the all happenings. They were very gentle and tried to help me in all respects but later he also told me to come after Eid. Later I went to India with my family as my Father passed away. Today on 8th Feb I went to Wakrah immegration for checking the status and they replied to go to Gharrafa main branch. When I had gone to main immegration department to Meet Mudir for getting new visit visa for bringing my Father in law & Mother in law (Both above 60). Another Mudir was there very gentle and he has signed and sealed for my in laws visa application than happily I went for visa but the lady at counter when checked on the system she wrote something on the papers and asked me to go back to Mudir again at 1st floor due to the previous Clause was still there on the system ""THERE IS PREVENTING ON SPONSOR"". I went to meet the Mudir this time luckily the earlier big Mudir was there I requested him and told him about the problem. ""No RESPONSE"" and he asked few questions like anybody came before under your sponsorship that too without checking in the system. I told yes Sir, before once my mother in law came in visit visa and stayed for 6 months with us. Then after my frequent requests he just told we see after 02 weeks then the assistant police officer sitting next to him just told a big GO.........to me (Great Humanity), I thanked them and came back.
Dear Friends please advice me what to do now.. I really dont know what is the problem. I feel that I will be unable to sponsor visit visa for any body in the future without any fault from my part. I am a bit worried about my family visa which is valid till 2011 end, whether this spontaneous manmade enforced clause will restrict me to sponsor my wife & child once I go for renewing their RP after the expiry of their present 5 year family visa. Anybody from the heigher authority / ministry if reading this please please ... help us. We have great reaspect to this great country so praying that it will give justice to us. Please don't take it as our complaint towards anybody.

I think it is better to get things typed concisely in Arabic and meet the Mudir, I think at Madinat Khalifa emigration center. Go early in the morning.

Thanks for the reply, but I would like to clear here that when my mother in law came it was genuine & normal procedure and we have followed all the regulations correctly and she stayed for 6 months as allotted and not a single day extra. The phrase which I wrote regarding the question raised from Mudir was actually meant that it was instantaneous without checking anything in their system he asked that question "whether anybody came before" which means there was no resultant & no hope for me. Here again with due respect to the Mudir I would like to mention that I am not complaining for anybody but this is the pain and sufferings of me & my family alone as we are feeling that why I am not getting any visit visa for any of my relatives in this respectful & lovely place.

Not to rub salt in your wounds, but apparently iit is your own fault, since your mother in law came and did not check into the system, she has to check in after x days of arriving to Doha or you are held responsible. It is written clearly on the visa slip.
