GCC countries (except Saudi) give Visa on Arrival to a certain category of people. This category is defined by the profession mentioned on an individual's RP. I travel easily to UAE, Bahrain, and Kuwait cause I am in the list of the categories that are allowed Visa on Arrival.
I am going to try to attach the PDF file along with this answer. But if I am not able to, then give your email and I will email you the file that shows a list of professions that are allowed Visa on Arrival.
You will get the visa on arrival on the mentioned profession, but the payment is cash (UAE Dirhams) only, no card no other currency. I faced this twice, on airport as well as road border. So keep UAE Dirham cash, 100 UAE Dirhams per passport on airport and 105 UAE Dirhams per passport on road border.
Yes you will get visa on arrival in any emirates in UAE. You Qatar residence Visa should be valid for three months. You need to pay AED 100/- through card ( no cash payment) at the Passport control counter.

It is the same rule of Dubai. Managers are entitled to get on arrival visa even in Abu Dhabi but the profession should be on your Visa and ID Card.
