I am getting the medical part of my residency done tomorrow, but I need to travel during Eiid. Is it true that you can get travel papers if your residency is not yet complete? If this is the case, does anyone know how to go about this?

I am in a similar situation. I spoke with the immigration department where I work. They are working on getting me what is called a "re-entry visa." It is a visa that allows you to leave and come back while waiting on an RP. It will depend on your company if they are willing go through the process of getting it for you.
And as Richard sayd only your sponsor can do all the papers to get you this exit visa, in my situation i leave the country and came back with another sponsorship.
I had the same probleam few months ago and someone told me that is one kind of visa who let you go out and come back even if the RP is not ready, i can't remember the name of this visa but it works only for 3 months, try to find some inmigration agent they know a lot about this subject.
You need to be realistic about this. You cannot leave this country until your resident permit is issued. If you do, you face being banned from returning for two years or at the very least, restarting the whole process. Frankly, you have very little chance of getting your RP in time for Eid. If you have just had the medical X ray you are looking at another 3-4 weeks minimum. The fingerprint side takes the longest but you may be able to expedite this if your company has a good PRO.
Also, once the RP is issued, you will need an exit visa before you can leave Qatar.
Sad to say, I think your chances of getting all this completed in time for Eid are close to zero.
