How can she transfer her visa without leaving the country. OR suggest that how can she get work visa here now.

Unfortenately she needs to cancel resident visa in UAE if she wants to get resident status in Qatar. I had a same problem, I left company in Dubai and removed here. Former company refused to cancel my UAE resident permit, I went trough all immigration procedure here in Qatar but Immigration could not stamp resident visa in my passport until I cancel the UAE one. Immigration cannot cancel visa without permision from company. After almost three months finaly I finished it.

The other way is, maybe easier, if she cannot find her sponsor from UAE, six months from the date of exiting UAE, if you not enter in UAE in that period, visa will be automaticly cancelled by Immigration.
