My friend from Dammam, Saudi wants to visit Doha during EID holidays. He alongwith family would like to come by car. Can he get a visa on arrival at Qatar saudi border or he should apply for the visa before hand?
During the years 2008 till 2010 I used to live in Riyadh and drove to/from Doha a couple of times during which I got the visa on arrival.
One of the problems some of my colleagues faced was that the Qatari borders officers would sometimes require the original Iqama and not a copy of it. This is stupid because, as per Saudi law, you should hand over your Iqama to your sponsor in order to get your passport. Anyways and as a work around, my colleagues asked our sponsor to issue for them letters confirming that they work there, and have this letter attested by the Saudi Commercial Chambre.
Dont ask him to come on eid ul edha because he will stuck on the saudi boarder may be for 8 to 12 hours due to rush of hajj.
Normally expatriates in GCC are allowed to move free in GCC countries but it depends upon the nature of visa. Check the nature of your friend`s saudi visa(Aqama) and confirm it from Qatar immigration for eligibility.

We were living in Saudi before here and drove over here to visit and move our belongings etc - we got a visa on arrival as a British citizen but some nationalities have to apply in advance (unless they have specific job titles on their Iqama) For example our from who is SA is coming from KSA during Eid and as she is a teacher she can get a visa on arrival when normally a SA would have to apply in advance.
The following countries can get a visa on arrival - The United States, Britain, France, Italy, Germany, Canada, Australia, New Zealand, Japan, the Netherlands, Belgium, Luxembourg, Switzerland, Austria, Sweden, Norway, Denmark, Portugal, Ireland, Greece , Finland, Spain, Monaco, the Vatican, Iceland, Andorra, San Marino, Lichtenstein, Brunei, Singapore, Malaysia, Hong Kong, South Korea.
If your friend isn't from one of these countries then I would suggest they contact the Qatar embassy in KSA where they will be able to give them more up to date and reliable advice!
