NOC from the Sponsor before one year

Hello,
My brother who is an Electrical Engineer came to Qatar in Work visa(transferable)and got a job in a company(not with the current sponsor). But they want NOC from the current sponsor without visa change. I know visa can change after one year only. Please make clear that if he get NOC from the current sponsor, is it possible that to be attested from Ministry of Interior before 1 year? Looking forward for your valuable replies...
Best thing is to ask the Company if they will allow it. I believe it is illegal to work in a company which is not your sponsor.
Not changing RP, only working for another company with NOC from the current sponsor
if your brother have RP with 1st sponsor cant transfer RP to new sponsor and have to wait 1 year ( next RP), but if any one entry with 3 months visa ( with out RP) can change sponsor.
