hey guys!

i would just like to ask something,

i will be transferring to a new company, my previous one will give me NOC.
they just need a request letter to transfer from the new company I will be transferring to.
the problem is I have offers from two different companies, company A has already the request letter so I can now give it to my previous company and get my NOC.
company B is taking too long to just give me the request letter.
and my previous company now needs the request letter so we can finalize and finish everything.

my question is does the name of the new company i will be transferring is written in the NOC?
or i can use it for example the request letter is from company a but i will be working and give the NOC to company B?

need your thoughts guys! thanks! 
