New rule regarding issuing visa

Does anybody know if its accurate that the Ministry of Interior issued a new rule and instruction that former Qatar Residence Permit holders planning to travel in Qatar as tourist, business, work before the passage of two full years from the date of cancellation of last Residence Permit are required to have a No Objection letter from their previous sponsor to enter Qatar?
I mean, I know that the No Objection is necessary to get a new RP before the 2 years are over, but is it true that is now requested upon arrival even if you are just coming as a visitor?

Yeah all their answers are correect..but i have a follow up questions for everyone here...What about after 2 years of cancellation of Qatar resiedence permit and i want to come back to Qatar as tourist, business or work? DO I STILL NEED AN NOC FROM MY PREVIOUS SPONSOR??? Please enlightened me on this issue..
