Name Blacklisted

Hii all,
I applied visit visa for my wife on 19-07-2010. It got approved and I deposited 200 riyal fee as well. but when check the status on moi.gov.qa it showed application is postponed and I contact immigration department. they told me your wife name "Rupinder Kaur" is blacklist in qatar and can not come here.
Kindly advice me how can I get remove of my wife name from black list. She is yet to visit other country and this will be her first visit.

maybe she's mistaken for someone of the same or relatively same name.maybe there are mistakes in the arabic translation

First of all I would like to thanks all who respond with valuable answer.
My wife name got blacklisted here in qatar. I checked in immigration department two three time also. They only told me "blacklist mean she can not come". Yea sure it is mistaken identity and my wife has nothing to do with girl who done here something wrong.
One of my friend told me to go to Search and followup department. I went there but they need request letter from immigration department to proceed to remove her name from blacklist which I am doubting whether Immigration Department will issue such a letter in the name of CID or Search and Followup department.
Is there any otherway to prove she is not the same.

I think someone named Rupinder Kaur has done something illegal and has been black listed. You should check with
the Immigrartion Department and get it sorted otherwise it will not be possible for your wife to get a visa. If the name is blacklisted here then she will problem in all other GCC countries.
go and try to know for what reason her name got blacklisted.

If she hasn't yet visited Qatar(First Visit), then it must be a case of mistaken identity....go and discuss the issue again with the authorities to clarify everything.
