My sister visiting qatar - travelling from US. What is the procedure to apply for a visa?

My sister and her family live in the US, they are planning to visit Qatar in May. How do i apply for a visa for them? Tourist visas are issued by hotels. Do i have to make a hotel reservation for them? Since i'm living here with my family i prefer my sister stay with me. Kindly help me. Or are there seperate rules for US residents to apply for a visa. We are indians.

Correcting above info: Can be a US Citizen or a US Resident Alien (non-citizen), and they will get the visa-on-arrival anyway as long as they carry US passports...
asl long as you are american citizens, i believe u can get visa upon arrival in doha. or they can visit the qatar embassy in the US...
US Citizens get visa on arrival.
If they are US passport holders then they qualify for visa-on-arrival (100QR by card, 30 days, x1 renewable only). They tell the immigration control they are staying at one of the hotels, it isn't checked. Hotels only require providing visas for _other_ NON-visa-on-arrival nationalities. No need to have them stay at one in this situation. BUT, if they are NOT US passport holders ('passport' not visa or greencard, as greencard means only non-resident visa in their home country passport but able to work in US), then you may have to use the hotel option to get the visas. Many travel agencies can also request the visa with ticket purchase or hotel booking, just be certain they are trustworthy.
if they r citizens holding green card then they can get visa on arrival no need to apply for any visa or hotel reservation for them, for more info contact qatarairways and explain the situation in details.
