is it possible to transfer from my current work to gov't company w/o noc?

Im currently working for 1 year in a contracting company w/ 2 years of contract. im planning to apply to another company like qnb as a bank employee... but my employer did not issuing noc to its employee no matter what. is it possible for me to get transfer to another? for as i was informed that gov't company didn't required noc if you are qualified to work for them... need your advice tnx.

NOC is must,these month one of our company employee joined QP, they requested him to submit NOC.
If its govt employee your employer should provide you NOC;
Govt offices have their own procedures.
In General, If the Govt wants you to work for them then who can stop it?

Your office have its own procedures, they will request, and the sponsor doesnt have any way than to provide NOC;
thanks kabayan indeed, I think your situation to your previous employer then that time is apt to the procedure capable of giving noc whomever who needs it. they said gov't companies only encourages applicant to provide noc if only possible but doesn't meant required. it has came to my knowledge recently from one of my friend's colleagues and just want a confirmation to anyone else more which had experienced it before. Even Qatar Petroleum required me to provide an NOC from my prev employer when I joined them. NOC is required regardless of the type of company that will hire you whether private or govt company...NOC is a must!!!
