You should have asked the immigration people the reason or reasons why they did not allow you to travel.  If you are travelling on a visit visa (business or family), you should have of course your visa stamped on your passport at the Qatar Embassy in the Makati City, you should have also two-way ticket (manila-doha-manila), and an affidavit of support which is issued by the Phil. Embassy in Doha.  Sad to say that the immigration in NAIA is not consistent in requiring the affidavit of support from the person who is travelling.  Sometimes they require, sometimes they don't.  However, the comment of some people that immigration people are asking money from the person is not happening at all times.  For as long as you have the complete documents, there is no reason for them to hold you, and they will not hold you.

The only documents required when you are travelling are the visa, LOI, or the affidavit of support of your sponsor. Unfortunately, the immigration officer is asking for documents you don't have at that time. There is no fix required document. The bad news is most of the people who leave the country have to pay a hefty sum.The role of immigration is to protect us in going to countries without proper documents from the government. It was supposed to be for our safety. But how can we be safe when they ask for a sum of money. The reason why we leave the country is to earn, when we leave the country we don't have money and yet they will require us to pay them.I am lucky enough to leave before this started. But hearing stories from our kababayan who have to give money (hard earned money) to a useless bureaucrat. Where is the protection? It's funny that if you research for this topic in the internet you can see a lot of complain but the government is not responding. Make a rule to justify their acts. Provide work/protection for OFW.I can suggest you use the right to travel under the constitution. The government have no authority to deny you of your travel trips unless it is in violation of a lawful order from a court or due to war in the country. Or to pay them too. But I agree we should bring this to attention of media. This have to stop.

I have heard the same issue which happened to my nephew. I believe this is a modus operandi of those people working in immigration in Philippines. He was not allowed to pass the immigration for two times because of "incomplete documents". He however has all the necessary valid documents required to travel to Qatar. But because these immigration staffs are bl**d-su***rs and would never let you pass the immigration unless you pay the amount they want. My nephew was able to come here on the third time only after paying PhP 30,000.00. So I guess you can contact either ABS-CBN or GMA-7 to seek their help in exposing these modus operandis by immigration staffs.

The type of visa you're travelling with would merit different documents. If you can elaborate a bit on that we could at least tell you the appropriate documents needed.
