If you know somebody very well in Qatar, ask assistance from him/her. otherwise, the costs will vary depending on what kind of visa you need. i know that there are some entities selling visas, but i would advise against it since there had been lots of issues/problems regarding this.

On Arrival visa is still exist in Doha airport as it was earlier, for the 33 coutries are still allowed to come over here, plus the GCC residentials who their occupation allow them.
but for Philipino nationalities, i think they should have visa in advance (work or visit visa)
