How long it will take to stamp resident permit?

my brother came to India from Saudi on an exit re-entry visa, now he got an opportunity from Qatar, his saudi resident permit is valid till feb 2010, he will have to join this new job by end of Aug 2009, will he get resident permit stamped when he reach qatar even if he is having a valid saudi visa in his passport?
Can he come to qatar in a business visa and after the expiry of his saudi visa will he get his residentpermit and family visa stamped?

In his saudi permit it is engineers visa.
Will he get his RP stamped after the expiry date of valid Saudi visa.
He can enter to qatar but depend on what kind of work writen on his old RP if manager or loyer or acconting or engineer he can enter normaly

I finished all my formalities on 10th of this month itself, but still my RP has not stamped. Without RP I am not able to do anythinggggggggg, even electricity connection for my flat is pending.
Base on my experience, if you have a valid Residence Permit with other GCC countries, there is a policy that you will not be able to obtain a Qatar Residence Permit Stamp.
You can have a business visa or block visa to enter Qatar, however when your Residence Permit is now on process, the Q Post will be able to track in the system about the valid RP in other GCC countries..they be reject your RP Stamping. Second option is that , you need to pay morethan 2000 QR if you want to have a double Residence Permit..
