you need to have qatar resident permit valid for six month atleast for the hajj visa.
anyway you better ask any hajj operator. they know better than any one on this forum.
Last year, a friend of mine had her mother on a tourist visa to Doha, she applied for Hajj visa for both of them, along with my friend's husband, the couple, who are residents in Doha, were accepted, but the mother was not.
Don't know what the law says on that.
