Children more than 18 years & Qatar RP

My son (18 years) is having Qatar RP and right now, he is studying B.Tech in India. He is visiting Qatar atleast once in 6 months in order to keep the visa live. Is there any problem for him if he wish to persue his Masters in USA/UK/Canada with his Qatar RP still active or cancelled. I came to know that he needs Police clearance certificate from Qatar Police & Indian Police to get his student visa in US/UK/Canada. Is it correct ? Please let me know.
