change of name in residence visa

i renewed my passport in the philippines last year. i changed my name to my married name. so i need also to change my name in my residence visa. i applied for a change of name in the main immigration office (al garaffa) last march 5. they told me to come back there after 2 weeks. up to this date they have been telling me that it is still not finish. can anybody please tell me how long this usually takes??? and in what newspaper they post this??
