Can I request my current employer for NOC even if I have not yet found new job?

I applied for a job and was interviewed and selected. 3 weeks ago, I received a verbal offer and I am waiting now for the official written one to sign. My question is: Can I request my current employer to issue an NOC letter for me although I have not yet received an official job offer from my new employer? For whom the NOC letter should be directed?

please wait until you have been offered an another job. if your current company is not going to cancel ask them to keep you till you find another job
