On arrival visa to RP for family on British passport

My wife and two kids arrived in Doha and got On Arrival visa. Can I apply for their RP without existing Doha. They got British passport and I got all required documents. In short do they need to exist and re-enter ? Thanks

no , they have two months and you can do for them the RP in these two months if the requirements ready , specially the six months bank statement if you are not working in governmental sector.
