How a qatar airways transit passenger can come out from airport on the way to dubai.Tourist visa is enough ???

If passenger is holding GCC permit then he can get visa on arrival for QAR 100

You cannot get out of the airport in doha while on transit to Dubai, unless you belong to certain nationalities (ex. USA, UK etc., as they can avail on arrival visa.)

Only way is to get a business visit visa or Tourist visa to doha which will help you to get outside the airport for a short or longer duration not exceeding the visa limits.
