Sorry!, if it has been asked here many times before.

My sister is traveling via Doha and will be in transit for 6 hour. So are there any chances that I can go inside airport to see her in transit? Or other hand if she can come outside the airport? I heard about entry pass issuing by Airport authorities, but not sure.

You can't enter without a ticket. Your sister cannot exit without a visa

I don't think that would be possible unless you get her a visa issued for Qatar before her arrival here.
