I dont know the procedure.. But there is a work around solution, ( If you have ECNR Passport and EGate and ATM Card in your name)....
1. Book a Return ticket which you can cancell the other side after reaching here.
2. Book a hotel booking...on booking.com that allows free cancellation or ask a friend to do this with some local hotel.
3. At Boarding Pass counter tell you are coming on on arrival and show ATM Card with your name, Return ticket and Hotel Booking...
4. At Indian Emigration counter tell you are coming on on arrival and show ATM Card with your name, Return ticket and Hotel Booking...
5. after reaching Qatar Airport, exit using Passport (for E Gate)
