the salary is low at first sight .. but times are difficult at the moment and sidra has laid off many staff, so budget is tight. i would suggest try and ask for QAR400 more on your basic and accept it. secondly you have to consider that Sidra being a Government org will be better then many private sector employers. so i would go ahead
