Do not go up to the regular counter people asking for their help. Most either seem clueless or do not want to assist if someone doesn't have higher authority backing up their claim. They will send you in circles around the departments in Doha. Instead, asking the police guards to speak directly to the Captain on duty would really help speed things along. But be sure to have proofs from the other departments ready, or the Cap'n may feel you are wasting his time (along with the 100s of other people that day).
