@WT - Yes, I agree with you. But the fault lies not entirely on Qatar Gov't. as they are very supportive against such cases, and encourages the public to file an official complaint and or pursue it on court.
@Brit - in the Philippines, there are a lot of "GREY AREAS" in the law that some crooks taking advantage of this fact. The Fault also lies in the Philippine Gov't. mostly because they tolerate such cases. I do hope that both countries pursue against this crook agencies who are taking advantage of people.
