I had same issue.... with vacation around the corner

1) Go to traffic police, show your inspection paper and take the papers for painting,
2) get it stamped in the Police (Must)
3) Go to garage and explain your situation to expedite (May be in a day they will finish)
4) Take your car to the Inspection Centre and show it to police, get the stamp done.
5) Now go to Insurance (may be outside Traffic police) complete the insurance and go to Traffic police and get your new istimara.

I did all above in 2 days time... if you are fast enough, you will have extra two days :)
