The travel agent (who stamped my Umrah visa) wrote on a paper that the trip will be on my private car. Also, he informed me that there is no such regulation and people are going on Umrah by private cars.

One of my friend is in Saudi for Umrah and he went by road. He will be back by this 12. I will ask him and update further.
