I guess generally no one denies that rules exist and need to be followed. However, the clash leading to disobedience (I hope I am ok to use this word) happens when it is applied differently depending on ones standing. If the people who endorse such laws for enforcement themselves flout those laws, the laws themselves look like a mockery. So then to say, follow the rules else bear the consequences looks like hypocricy.
