I seriously doubt many expats (or at least Western ones) even think about Qatar or Qataris before arriving. Why would they? Most probably expect something more like Saudi Arabia and are pleasantly surprised when it is not. Or they expect something more like Dubai and are a little disappointed.
I'm not at all grateful that I am not attacked on the street by a bunch of xenophobic a**es. If that was a problem here, I would think it safe to assume that any competent Western professional would leave and with them any hope of Qatar fulfilling its long-term goals. So I would think it far more in Qatar's interests in ensuring such idiocy does not occur.
