Look at the Server: Seattle, WA (<50mi) - less then 50 miles away from the server.
2 ms ping means that you have a hardline connected to the SpeedTest server...
Here are speed tests from THIS SIDE OF THE WORLD, where almost everything is of poor quality and just because it costs like 200QAR/1mbps it's called 5 star service:

Qtel 1 mpbs Internet > Qtel Servers (after 10-15 attempts because it was always failing the ping test):
