I think 280 is an exxageration...unless the poster is driving a lambo or ferrari or porsche, then i would stand corrected.

As for the speed camera, yes it is a speed camera and it is not pointing at the lamp post, but rather pointed on the road at an angle. It is mostly installed before the speed sign, that way there is a proof that you are exceeding the limit that was set for the road, in case you argue that you did not over speed.
