Just because someone has a nanny it doesn't mean they don't take care of their own child. Lots of people have a nanny to take care of the child during the day while the parents work, no different from sending them to nursery.
What happens if the child is abused at nursery or at school? Are the parents responsible than as well, because they didn't "check" the school enough?
This law is beyond stupid, and it's typical of the UAE who feels the need to punish the victims of a crime rather than the perpetrators. (Sending rape victims to jail for reporting rape).
I'm sure these parents did everything they could, they put in nanny cams, checked references, etc. But at the end of the day every parent takes a risk when they let their child out of their sight. But that doesn't mean you don't let them out of your sight, you have to sometimes.
