I second everything BeeP said, I talk to a lot of Taxi drivers, they barely make it to the end of the month and most of them end up quitting (the ones that do not have debts to repay back home and no dependents) the minimum charge of 10 qr is too low add to that the fact that there's more and more traffic in Doha which means it takes them sometimes up to 30 minutes to drive 2 miles. We have to try and understand their wants and needs. They still live 4 in a room, no kitchen facitlties in their accomodation which means they have to spend money to eat at the canteen. Sounds like Karwa hasn't really done it's homework.
