From what I know, the lab techs in Hamad are licensed and registered Medical Technologists in their own countries and the reason why they are lab techs here, because positions higher than lab techs are either reserved for Qataris or Arabic speaking medical professionals.
I'm a registered Med Tech back in my country and though fasting is not required for hormone tests...asking you to do fast is just a precautionary measures and eliminate any false positive or false negative results.
From what I can remember, lab techs get your blood sample, let it settle and the plasma (white part) will be used for the test.
If you had snack, or ate a meal 3 hours before the test was taken, there would be fat formation (lipids) together with the plasma and extracting pure plasma would be harder...and may cause false positive/negative results.
Lab techs can not make any mistakes in the laboratory tests...coz a single mistake will result to (1)MISDIAGNOSIS (2) WRONG DOSAGE or MEDICATION and THAT WOULD BE DETRIMENTAL to a patient.
Just follow what they said...a little inconvenience but if it's about your health...you won't take chances, would you?
