I dont think its necessarily age as the sole reason. I think it is lack of training, responsibility, and immaturity. All bred from within the family and society as a whole.
I do not mean this to offend, honestly. I am from the US where you can get a learner's permit at age 15 and a full licence at the age of 16. Sure we have our share of young drivers in accidents like any other country, but NOWHERE near the scale of what is seen in this region.
Parents and schools need to educate, but the bad examples are constantly being shown by their elders. In my 6+ years in Doha I have seen everything from the toddlers on the driver's lap, 5-6 year olds hanging out the sunroof while daddy gets the Land Cruiser up on 3 wheels around the roundabout, and much much more.
