Everyday I hear a new story about yet another ridiculous request by an employer. When will they understand that working for them doesn't mean that they own you or your life.
It is no one's right to take anyone's Driving license, except for the Traffic Department.
They are doing this, just to make sure that he can not exchange it for another license, if he moves to another GCC country. Just trying to make life hard for him.
