for voilating the law, its not necessory that you should be of some specific nationality.. even me some time when get tired of seat belt, i don't wear. doesn't mean that i am from some specific country thats why i am doing this.. its same for all. it depends upon only on the person, who is doing it. wearing or not wearing seat belt is extremly a personal matter, have nothing to do with nationality.

now youngster some time not wearing seat belts, or have opened a windows, again same situation. some times the parents are unaware of these things, and kids always want to be free and want to enjoy, so in result some time they do such big mistakes..
