I think the 'Region Gulf' is not suitable for IT professionals as a main stream focus sector, you only serve as a support staff of a business and have to bear the secondary budget allocation of a business for this department. I don't know your level of desperation but the salary on offer is ridiculously low. A typical case of exploitation... It's like you are an iPhone seller and in need of money urgently for the next morning. A solitary customer drops in who doesn't care or know what iPhone is but wants a mobile phone and is ready with the cash enough to meet your next morning expenses.
It is plain idiotic on part of your employer to be throwing more weight behind gulf experience rather than the technologies you have worked on. Just goes to show the companies orientation which of course is not IT but construction or some other business. Which means by taking up the offer you also run the risk of being underutilized and losing on the competencies you posses now.
Moreover, does anyone need to be reminded not to go by what the consultant has to say. How one earth he can be so sure that your salary will be raised after 3 months?
No one can decide for you whether you can wait for the customer who can pay for the iPhone.
