Especially if human resources department does not take the time to verify and obtain authentication.  It could normally happen in small businesses but I quite doubt in large conglomerates.  My concern now is not the 'fake certificates' but how you got such information.  There must be an insider disclosing information to an outsider which isn't morally right and a ground for dismissal.  I do hope, sir, you can substantiate your claim on this subject nevertheless the idea of your coming out in the open to divulge this information is far fetched.
