Keruchi you better check what is the tie-up agency of the company he's gonna work with. There must be 1 or 2 agencies connected to his current employer. You need to pay around 10,000 pesos (if not mistaken) for the processing the papers to POEA that must be reimbursed by the employer. There is no way he can arranged the visa without going to the tie-up agency. That is the new procedure being implemented by POEA to avoid illegal workers going out from Philippines.
