This notion that one is entitled to a job with tenure regardless of performance will continue to hold Qataris back. We've got it to a small degree back home in the government sector & it contributes to our inefficiency & is merely an expansion of the welfare state in many respects. Qatar should avoid our model.
BTW, I've met a few who don't have this mentality and they're getting somewhere in their careers and life. Waiting for the government to do something for you (whether it be give you a job, train you to be able to retain that job or make it impossible to fire you) will not develop the work ethic that a society needs to be successful.
